The NC Subsidy Advisory Committee (SAC), a state-designated cross-sectional body, was engaged in the 2023 Market Rate Survey process. Membership of the Subsidy Advisory Committee is made up of child care program administrators, representation from child care resource and referral agencies, local Departments of Social Services/Local Purchasing Agencies administering the program at the local level, representation from the North Carolina Partnership for Children as well as local Smart Start organizations, and other stakeholders and community partners across the state. Prior to the survey being implemented, NC DCDEE reviewed the survey with SAC and received input, feedback, and suggestions about the questions included in the survey. This information was compiled and shared with NC State University’s Center for Urban Affairs and Community Services (CUACS) and the recommended changes were incorporated into the survey. NC DCDEE provided periodic updates to SAC as the 2023 market rate survey was implemented including survey response rates. SAC members were also invited to promote survey participation with providers which contributed to the high response rate. The final results will also be shared with the committee.
