F. REASONS FOR NOT PARTICIPATING IN THE NC SUBSIDIZED CHILD CARE ASSISTANCE PROGRAM In previous surveys, facilities were asked whether they chose not to participate in the NC Subsidized Child Care Assistance Program because the subsidy rate was lower than their private- pay rates. In the 2023 survey, however, facilities were asked for specific reasons they did not participate in the subsidy program. In Table 17, more of the centers and homes surveyed indicated that they do not serve families who qualify for the program (see Appendix E for results by county). Close to a third of centers and homes indicated that their facility does not have a three-, four-, or five-star-rated license. Among centers, three-to-five-year-olds comprised the largest percentage of all children enrolled in facilities that opted out of the subsidy program; and one-star facilities accounted for the largest number of children enrolled in centers opting out of the subsidy program (Table 18). Similar patterns can be seen among homes too. Three-to-five-year-olds also constituted the largest percentage of children enrolled in homes that opted out of the NC Child Care Subsidy Assistance Program, more children were enrolled in one-star homes than homes of any other star level that had opted out.
