III. CURRENT PRIVATE PAY VERSUS SUBSIDY RATES IN NORTH CAROLINA
Child Care Market Rate Survey Page | 10
About 34 percent of children enrolled in participating child care facilities at the time of the survey were receiving subsidies (Figure 1). This number is up slightly from 31.5 in 2021 and percentages for both centers and homes were slightly higher in 2023. Among centers, the percent of children receiving subsidies dropped slightly for with three-star rated facilities but increased slightly for four- and five-star rated facilities. Among homes, the percent receiving subsidies increased for three- and four-star rated facilities but dropped slightly for five-star facilities. Figure 1. Percent of all Children Enrolled who Received Subsidy by Star Rating for Centers and Homes: 2021 and 2023. Figures 2 through 10 compare information on current subsidy rates versus rates charged, based on the 2023 Market Rate Survey data. Subsidy rates shown in the charts are calculated as the weighted means of current subsidy rates, if every child in the survey was charged their corresponding subsidy rate. 0 10 20 30 40 50 60 All Facilities All Centers All Homes 3 Star 4 Star 5 Star 3 Star 4 Star 5 Star 33.5 32.8 48.0 34.7 44.5 33.7 50.1 55.7 49.0 31.5 31.1 41.0 39.3 40.5 29.7 41.1 50.9 50.5 2023 2021
