Client provided required documentation. Application timeframe, priority application and emergency services. Household definition, determination, and category. Application processing and procedures. Applicant Designation The applicant is the individual whose signature is on the application. In the case of a guardian or power of attorney, it is the individual on whose behalf they are signing the application. Applicants between the ages of fifteen (15) and eighteen (18) where there is not another household member over the age of eighteen (18) can be considered an applicant. If the applicant is under the age of fifteen (15), the application will be denied. Staff will send the notice of denial to the under-age applicant. Account Holder The fuel bill does not have to be in the applicant's name, but the person listed on the fuel bill must be a member of the household. This person is referred to as the account holder. An account name change will not be required as long as the account holder meets age and household requirements. Guardianship Applications Applications are processed at the agency that services the area in which the applicant resides, not where the guardian resides. Court documents proving guardianship are required.
