Child Care Assistance Program Policy Manual Issued 03/2020 Short-term alternative locations 11.6.3 What is a short-term alternative location? A short-term alternative location is a certified license exempt center where care is provided for 21 consecutive calendar days or less when another certified license exempt center controlled by the same entity is not available. Example A certified license exempt center, Washington Elementary Kids, operated by the school district is closed during spring break. The school district offers care for children who typically attend Washington Elementary Kids at another certified license exempt center, Lincoln Elementary Kids, also operated by the school district. Lincoln Elementary Kids is considered the short-term alternative location to Washington Elementary Kids. When can a provider bill for care provided at a short-term alternative location under a child’s typical Service Authorization? In order for a program to bill for care under a child’s typical Service Authorization when the child attends a short-term alternative location, the following conditions must be met: • The alternative location must be a certified license exempt center. • The alternative location must be actively registered with the CCAP agency. • The alternative location must be controlled by the same entity as the typical certified license exempt center. The alternative location and the typical certified license exempt center must have the same tax ID in MEC2. • The alternative location must be documented on the certified license exempt center’s Certified license exempt center short-term alternative locations (DHS-5191A) form. - A certified license exempt center may identify multiple short-term alternative locations. - This documentation may be submitted at registration, renewal or when there are changes to short- term alternative locations. - The documentation must be submitted prior to payment being issued for care provided at a short- term alternative location. - CCAP agencies must keep any forms submitted in the typical certified license exempt center’s provider file. It is recommended that the provider worker enters a case note on the Provider Note window in the provider’s registration for communication to case and billing workers. • Care must not be available for the child at the certified license exempt center the child typically attends. • Care must be provided for no more than 21 consecutive calendar days at the alternative location.
