Child Care Assistance Program Policy Manual Issued 1/2021 Provider charges 9.9.6 Child care providers cannot charge families receiving child care assistance more than their private, full-paying client rate. A provider does not need to charge the private, full-paying client rate to all families. A provider may use other funding sources to cover some or all costs for some families. CCAP cannot pay for costs that are already paid by another source. A child care provider can offer discounts as long as families receiving child care assistance are not charged more than the private, full-paying rate and as long as families receiving child care assistance are offered the same discount if they meet the discount criteria for the costs the families pay directly to the provider (such as the copay or the tuition amount above what CCAP can pay). Contact your policy specialist if you have questions about a provider waiving fees or offering discounts. Examples Examples include: • A provider could charge their full-paying rate to CCAP while offering a discount to families who pay before service is provided. Because CCAP pays after the service is provided, CCAP families would not meet the criteria for that discount. • A provider could charge their full-paying rate to CCAP while offering a discount to families with multiple children. The provider should apply the discount to any fees or charges the family is responsible to pay. • A provider could charge their full-paying rate to CCAP while offering a discount to employees. If an employee is also receiving CCAP, the provider should also offer the discount to the employee for any fees or charges the employee is responsible to pay. • A provider may use other funding sources to fully cover their fee for some families. For example, Head Start providers may be able to receive CCAP payments if certain criteria is met even though they do not typically charge families a fee.
