3. Documentation of any decision made is extremely important. OQA can use the documentation to support a valid finding when the reason on the notice is not exactly clear. 4. Timeliness of denials is extremely important. An application not processed within 30 days is invalid unless it has been properly pended. This means a denial must be processed, in most instances, by the 30th day. If a denial is completed after the 30th day, the denial will be invalid. In the opinion of FNS, prolonging the time to process a denial amounts to withholding benefits to a FAP group. 5. Multiple reasons for a FAP negative action must all be correct to have a valid action. If any reason on the FAP negative action notice is incorrect, the decision will be invalid. 6. OQA is required to advise the county if any follow-up action is necessary on a negative action. Note: The following link is for internal use only. FIP/TANF Work Participation Reviews FIP Purpose and Scope The purpose of the FIP/TANF review is: • To determine whether the TANF/FIP group includes a work- eligible individual (WEI), and if so, whether the WEI met the work participation requirements in the sample month. These reviews are federally mandated to establish Michigan’s work participation rate. Federal sanctions are applied if the work participation rate is below the federal target. • To provide to the federal government demographic information for the FIP/TANF cases reviewed.
