(a) The individual is an established SNAP Participant and in the past 60 months of participation has not reported, over reported, or under reported circumstances such as the start or end of employment, wages, income, assets or expenses;

(b) The information is inconsistent with publicly available information or information that has been reported to the Department such as information about others residing at the location or reports of the individual having additional income sources or amounts;

(c) The type of information is one that contributes to common error trends such as shared rent expenses, reporting a rent expense that is inconsistent with those known in the geographical area, or income or tax expenses are reported as unchanged for 12 months or more; and
