Participation includes a budget billing plan to level monthly utility payments and protects against service termination during the heating season, as long as the customer makes agreed-upon payments. To be eligible for USPP, a customer must: 1. Apply and be approved for the MEAP or EUSP benefits for the current program year.

2. Agree to participate in the utility’s budget billing program, which averages annual utility costs into equal monthly payments.

3. Comply with the terms of the USPP agreement, which includes making regular monthly payments as determined by the utility.
