Division/Section Family Support Chapter No./Name 4 – Economic Stability (ES) Part No./Name C – Case Processing Section No./Name C-1300-FITAP-SNAP Cooperation Document No./Name C-1310-SNAP Cooperation Requirements Effective Date January 1, 2023
5 of 5 C-1313-SNAP - PR OTHER ELIGIBILITY REVIEWS
When QC notifies the parish office that the household refused to cooperate with QC, the worker must sanction the household. Sanctions are entered on the Non-Compliance Details screen by selecting “Yes” to the question, “Is anyone in the household currently out of compliance or has ever been out of compliance with program requirements?”. Click the ‘NEXT’ button to navigate to the Non-Compliance – Details screen. On the Non-Compliance –Details screen, the worker selects the ‘Name’ of the Person sanctioned, enters the ‘Start/Change Date, the ‘Reported On’ date, the Non-Compliance Violation Type - ‘SNAP QC’, enters the Non-Compliance Reason - ‘Refused to Cooperate with QC (Federal) or (State)’, enters the ‘Decision Date’, and clicks the ‘ADD Non-Compliance’ button.
When eligibility is run, an automated Notice of Decision (OFS 16) is sent informing the household that their case is closed and unless they cooperate with QC by the expiration of the advance notice of adverse action, their case will remain closed.
If the household reapplies when sanctioned for refusal to cooperate with QC, the worker must send an email to the QC reviewer advising that the client reapplied. If the client subsequently fails to cooperate with QC, the application must be rejected for refusal to cooperate with QC. The sanction/non-compliance should already be entered on the individual household member, therefore when eligibility is run and the case is authorized, an automated OFS 16 will be sent informing the client their application was rejected because they refused to cooperate with QC.
Example – The client refused to cooperate with QC on April 9 and the worker entered the sanction information on the Non-Compliance – Details screen and the case closed effective May. The client reapplied on May 7 and agreed to cooperate with QC. The worker sent an email to the QC reviewer advising the client reapplied. The QC reviewer notified the worker on May 31 that the client refused to cooperate with QC. The application was rejected after eligibility was run using Denial/Closure Reason – Failure due to non-cooperation with Quality Control. An automated OFS 16 was sent to the household informing of the application rejection due to the households’ refusal to cooperate with QC.
