Division/Section Family Support Chapter No./Name 4-Economic Stability (ES) Part No./Name C-Case Processing (FITAP) Section No./Name C-800 FITAP Changes (FITAP) Document No./Name C-850-FITAP Determining The First Month Benefits Are Affected Effective Date October 1, 2015
2 of 3 NOTE: INTERIM CHANGES REPORTED BY A SIMPLIFIED REPORTING HOUSEHOLD ARE CONSIDERED TIMELY REPORTS UNLESS THE HOUSEHOLD FAILS TO REPORT THAT INCOME EXCEEDED THE GROSS INCOME LIMIT FOR THE HOUSEHOLD SIZE WHICH WOULD HAVE RESULTED IN THE HOUSEHOLD'S INELIGIBILITY.
When a change which occurred in a prior month is not reported and verified timely by a change reporting household, determine whether supplemental benefits should be issued by determining the first month that benefits would have increased if the client had reported the change timely and provided verification by the due date. If benefits would have been increased effective the month in which verification is actually received, issue supplemental benefits. The amount of the supplement is the difference between the amount the client actually received and the amount the client could have received if the change had been reported and verified timely. Do not prorate based on the date the verification is received.
Example 1: On May 5 a household reports a $100 decrease in income which occurred on April 2. Verification of the change is received on May 10. Benefits should be increased effective May because May is the month the change would have been effective had it been reported and verified timely. Issue a supplement for May.
Example 2: On July 28 the household reports a decrease in income which occurred on June 15. Verification of the reported change was provided on August 2. If the household had timely reported and verified the change, benefits would have been increased effective July. Since verification was provided in August, a supplement should be issued for August.
CHANGES THAT RESULT IN AN INCREASE IN BENEFITS THAT ARE REPORTED AS A PART OF THE SIMPLIFIED REPORTING PROCESS IN THE MONTH PRIOR TO THE REPORT MONTH ARE EFFECTIVE THE MONTH AFTER THE CHANGE IS REPORTED IF THE VERIFICATION IS RECEIVED BY THE DUE DATE GIVEN ON THE REQUEST FOR VERIFICATION. AUTHORIZE SUPPLEMENTAL BENEFITS IF NECESSARY.
EXAMPLE 1: A CLIENT SUBMITS HER FEBRUARY SIMPLIFIED REPORT WHICH IS RECEIVED ON JANUARY 25. SHE REPORTS THAT SHE HAD A BABY ON DECEMBER 15 AND PROVIDED VERIFICATION THAT SHE HAD APPLIED FOR A SOCIAL SECURITY CARD. BENEFITS SHOULD BE INCREASED EFFECTIVE FEBRUARY. IF THE CHANGE IS NOT MADE PRIOR TO CUTOFF IN JANUARY, SUPPLEMENTAL BENEFITS WOULD BE ISSUED FOR FEBRUARY.

CHANGES THAT RESULT IN AN INCREASE IN BENEFITS THAT ARE REPORTED AS A PART OF THE REDETERMINATION PROCESS IN THE MONTH PRIOR TO THE REDETERMINATION MONTH ARE EFFECTIVE THE REDETERMINATION MONTH IF THE VERIFICATION IS RECEIVED BY THE DUE DATE GIVEN ON THE REQUEST FOR VERIFICATION. AUTHORIZE SUPPLEMENTAL BENEFITS IF NECESSARY.
