When two or more family groups live together, each must be certified for a separate grant.
A family group consists of:
● Minor children who are siblings, including half and step siblings, and
● Parents (natural, adoptive, or step) of these children or eligible qualified relatives
Siblings and their parents are a family group. Children who are not siblings are separate family groups.
A person may be payee of two or more grants, but may be included in only one grant. ***
Examples of Assistance Units:
● A man and woman live in non-legal union and both have children of prior unions, but have no children together. The woman and her children are one family group and the man and his children are a separate family group. Certify each group separately.
● In the same example, if the man and woman have a child of their union in addition to the children of their separate unions, the entire family group must be included in one grant.
● A man and woman are not legally married, and have only children of their union. The family would be eligible for a single FITAP payment, if all other eligibility requirements are met. Either the man or the woman could be payee of the grant and both parents would be included as FITAP parents.
● A man and woman are legally married, each having children of a prior union. All of the eligible children and their parent(s) must be included in one certification. Either of the parents may be payee for all of the eligible children. If they have a child together, that child must be included in the certification.
● A mother, her minor daughter, her minor daughter's child and another grandchild live in the home. The mother, daughter and daughter's child must be included in one certification and the mother must be payee of a separate grant for her other grandchild.
● A mother, her two minor children, one of whom is a minor unmarried parent, and the minor unmarried parent's child live in the home. The minor unmarried parent receives SSI. The mother, her minor child who is not the minor unmarried parent and the child of the minor unmarried parent must be included in one certification.
● A mother, her minor child, her nephew and a grandchild live in the home. The mother and her child must be included in one certification and the mother must be payee of a second grant for her nephew and of a third grant for her grandchild.
