1 of 2 I. STATEMENT OF POLICY

If documentary verification of relationship cannot be obtained within 30 days of the application, do not deny the certification if:

 relationship can be temporarily established through collateral contacts,

 there is no reason to believe that the alleged relationship does not exist, and

 there is no reason to believe that documentation cannot be secured within three months.

Eligibility of the child in such a situation cannot extend longer than three months unless the relationship can be documented.

II. PROCEDURES

* For Relationship Verification, select Pending Verification (for FITAP only cases) or Client Statement (for cases with an associated pending or active SNAP program) which will trigger the 10 day Request for Verification.

NOTE: Do not extend the due date to “trick” the system or take any further action unless the requested verification is received, or the case is ready to be temporarily certified.

Once verifications are received and processed, if the client fails to verify relationship and they are otherwise eligible, update “Pending Verification/Client Statement” to “Presumptive Eligibility FITAP Only” and authorize the case.

LITE will recognize verification of Relationship as “postponed” once the case is authorized with “Presumptive Eligibility FITAP Only” as the Relationship Verification type. LITE will assign a 12- month certification period unless the Certification Thru date is matched to SNAP.

The Notice of Decision will inform the client that they will receive temporary FITAP benefits for three months. If eligibility cannot be established in three months, additional benefits cannot be provided. If the client provides verification prior to the end of the three-month temporary period, the Relationship Verification type must be updated and authorized in LITE. Benefits may be extended past the three months if eligibility has been met.

LITE will close the case automatically at the end of the 3rd month at cut-off if Relationship Verification is still marked “Presumptive Eligibility FITAP Only.” **
