1 of 2 I. STATEMENT OF POLICY
The purpose of the Parenting Skills Training Program is to provide parenting skills education to FITAP applicants and recipients who are pregnant or have a child under age one, unless they satisfactorily participated in the training during the pregnancy for that child.
***
* A parent or pregnant woman may postpone participation in Parenting Skills Training for good cause reasons, such as conflicts with work or training schedules, personal family illness, etc. Once good cause is established, the parent or pregnant woman is not required to participate in Parenting Skills Training unless the good cause reason ceased to exist prior to the child’s first birthday.
Parents participating in Parenting Skills Training when their child turns age one are not required to complete the training. However, the parent(s) should be encouraged to complete the training.
Parents sanctioned for failure to participate in Parenting Skills Training are not required to cure the sanction if the youngest child has turned age one since the sanction was imposed.
II. PROCEDURES
If it is not the client’s first pregnancy or first child, and the client has completed the current Parenting Skills Training, participation may be allowed in other work activities instead of Parenting Skills Training, if deemed appropriate by the STEP Coach.
In work-eligible families, participation in this activity is a primary work activity under the Family Success Agreement. Work-eligible recipients with children under age one are not considered exempt from participation in this work activity. Work-eligible recipients who fail to participate in these activities and do not have good cause shall be subject to a STEP sanction for non-participation and shall be considered to be out of compliance with the Family Success Agreement.
For families that are not work-eligible, failure to participate without good cause will result in case closure for at least one month and until the recipient complies, whichever is later.
Parenting Skills Training requirements will be monitored by the STEP Coach. Participation in Parenting Skills Training must be documented in person notes and activity hours entered in LITE.
If needed, child care and transportation shall be provided to the clients participating in Parenting Skills Training.
