2 of 22 The SNAP time limit does not apply to an individual receiving temporary or permanent disability issued by the government or private source. Veterans who receive VA disability compensation are considered unfit for work regardless of the veteran’s disability percentage rating.

• provides a written or verbal statement from a physician, physician’s assistant, nurse, nurse practitioner, designated representative of the physician’s office, a licensed or certified psychologist, a social worker, or other medical personnel declaring that the individual is physically or mentally unfit for employment.

• is obviously mentally or physically unfit for employment as determined by the worker.

Examples of obvious unfitness for work include but are not limited to:

▪ developmental disabilities

▪ mental illness

▪ treatment for drug addiction

▪ physical or psychological trauma experienced from domestic violence

▪ a broken bone

▪ recovering from surgery

An obvious determination of unfit for work may be made during the face-to-face or telephone interview. Documentation of obvious unfitness for work must include at least the following:

▪ The conversation the worker held with the household. Include the details of the household’s statement and the reason the statement was accepted.

▪ What observations were made by the worker e.g. cast, sling, wheelchair, behavior health issues.

▪ Why further verification was not requested.

The worker must screen to determine if any household member has something that prevents them from working 20 hours per week. This may be temporary or permanent.

If it is not obvious to the worker that someone is unfit for work, the SNAP 90, SNAP Disability Verification Form, may be used to verify this.
