Persons living in the state for any purpose other than a vacation, regardless of the length of time they have been here or plan to stay, meet the requirement for residency. A fixed residence or a fixed mailing address is not required.

Households do not have to establish a permanent home or an intent to remain in the state in order to be eligible.
