Close a FITAP/KCSP case once it is known that the only qualified relative or only child in the home is expected to be absent from the home for longer than 180 days when it is known that the absence will exceed 180 days.
Note: Advance notice is required for removal of a child or for closure of a FITAP/KCSP case.
B-520-2-FITAP Reporting Requirement
If the payee failed to timely report a child's absence of more than a 45 day duration and good cause for the absence is not established:
● determine the first month of overpayment or ineligible payment based on the effective month the child should have been removed from the grant, and
● exclude the needs of the child(ren) in determining the amount of the overpayment or ineligible payment, or
● exclude the needs of the payee as well as the child(ren) in determining the amount of the overpayment or ineligible payment if no eligible child or caretaker relative remained in the home. **
B-521-FITAP ASSISTANCE FOR HOMELESS FAMILIES
Do not deny assistance solely because the assistance unit does not reside at a fixed address or in a permanent dwelling. For purpose of this policy, a home is defined as the family setting maintained by the relative with whom the child lives as evidenced by the fact that the relative assumes responsibility for the day to day care of the child.
Assist the homeless client to establish a mailing address which will ensure regular and timely receipt of agency correspondence. This could be the parish office, a local non-profit agency or local Post Office.
NOTE: These clients must meet the residency requirement. See B-910-FITAP.
