Volume 2 - Supplemental Nutrition Assistance Program (SNAP) MS 3100 – R. 6/30/26 – OMTL – 371 SNAP Applications by the Social Security Administration (SSA)
[Households consisting entirely of Supplemental Security Income (SSI) applicants or recipients that do not have an active SNAP case or pending application may apply and be certified or recertified for SNAP benefits through the Social Security Administration (SSA). Eligibility and benefit levels are based solely on SNAP eligibility criteria for categorically eligible (CE) households. An eligibility determination is based on information provided by SSA or, if necessary, by the household. The application form SF-1, SAFE Application, is forwarded from SSA to the Department for Community Bases Services (DCBS) the same day and must be processed within 30 calendar days of the date the SSA office receives the application.
SSA is also authorized to accept SNAP applications for individuals residing in public institutions who also apply for SSI benefits. Procedures for processing these applications are contained in MS 3155.
Households consisting entirely of SSI recipients are Categorically Eligible (CE), unless the entire household resides in an institution or is disqualified from receiving SNAP for reasons other than non-compliance with SSI. Non-SSI households are referred to DCBS by SSA.]
