Volume 2 - Supplemental Nutrition Assistance Program (SNAP) MS 9035 – R. 9/1/26 – OMTL – 708 Disaster Supplemental Nutrition Assistance Program (DSNAP) Electronic Benefit Transfer (EBT) Issuance
The DSNAP EBT card is issued with two series of numbers. The first series is a 16- digit number, which is the EBT card number. The second series is 6 digits, which are the last 6 digits of the EBT case number. The entire EBT case number is 14 digits.
When the application is approved, the recipient’s DSNAP EBT case number must be entered into the system. The first 8 digits are specific to Kentucky EBT cards and are uploaded by the system. To complete the 14-digit EBT case number, the worker enters the 6-digit second series of numbers shown on the EBT card.
Every applicant approved for DSNAP must be given an EBT card and related instructions.
A. The DSNAP EBT card is active upon receipt; however, no benefits are loaded on the account until the day after the application is approved in the system. Individuals do not have to call to have their EBT card activated.
B. Explain to the individual their four-digit personal identification number (PIN) is the four numbers in positions 11-14 of the 16-digit card number on the front of the card. Individuals should be encouraged to call the customer service number and change the PIN.
C. DSNAP benefits will be expunged after nine months of inactivity, unless other processes are approved by the Food and Nutrition Administration (FNA).
D. There must be a clear separation of duties between the worker who takes and processes the DSNAP application and the staff member who hands the EBT card directly to the individual.
