Volume 2 - Supplemental Nutrition Assistance Program (SNAP) MS 3840 – R. 8/1/10 – OMTL – 368 Representatives for Treatment Center Participants
Narcotics addicts or alcoholics who regularly participate in a drug addiction or alcoholic treatment program on a residential basis may elect to participate in SNAP if the treatment center is certified by the appropriate State agency(s), including that agency's determination that the center is a private, non-profit organization or a publicly operated community mental health center. The residents who apply are certified for program participation through the use of an Authorized Representative (AR). The AR must be an employee of the organization or institution and must be designated by the organization or institution as their AR. The organization or institution applies on behalf of each resident and receives and spends the allotment for food prepared by and/or served to the resident. Do not accept verification signed by the AR in instances where the AR is applying on behalf of the household. The organization or institution is also responsible for complying with requirements outlined in MS 2660.
