OMTL-633 Supplemental Nutrition Assistance Program R.10/1/23 MS 3340 ESAP CHANGE REPORTING REQUIREMENTS (1)
Elderly Simplified Application Project (ESAP) households are subject to simplified reporting requirements and are required to report changes that may disqualify them from ESAP eligibility, including: 1. A change in household composition.
a. Example 1: An ESAP household reports that an individual who is not elderly or disabled moved into the home during the 30th month of certification. The new member purchases and prepares meals with the household. The case will revert to SNAP for the next month but will retain the 36-month. certification period. An interview will be required at the end of the certification period.
b. Example 2: An ESAP household contains an elderly couple with a 17- year-old child that is not disabled and will turn 18 during the cert period. The system will revert the case to SNAP for the next month but will retain the 36-month. certification period. An interview is required at the end of the certification period.
2. Receipt of earned income.
3. When household income exceeds 130% Federal Poverty Level (FPL).
a. Example: The ESAP household receives an increase in unearned income and the total gross income exceeds the 130% FPL. The ESAP household must report this change as it will disqualify them from ESAP. If the household has exceeded the income limits for ESAP, Worker Portal will determine if they are eligible for regular SNAP benefits. If the household is ineligible for ongoing benefits, an interview is required.
