Volume II OMTL-633 Supplemental Nutrition Assistance Program R.10/1/23 MS 3320 ESAP APPLICATION PROCEDURES (1) Elderly Simplified Assistance Project (ESAP) households will apply by utilizing the same procedures as regular Supplemental Nutrition Assistance Program (SNAP) households. Applications can be taken by phone, in-person, by submitting an FS-1 Application for SNAP or through the Self-Service Portal. When determining eligibility, staff should review the application to ensure that all adult household members are elderly or disabled and that there is no earned income for any household member. Individuals may not request ESAP, eligibility is determined during the interview process for applications, recertifications or case changes. Example: An individual calls to apply for SNAP, the worker asks during pre- screening, “Are all adult members of your household elderly or disabled?”. If the individual answers Yes, the 2nd question will populate for the worker to ask, “Do any members of your household receive earned income?” If the individual answers No to the 2nd question, the household is potentially eligible for ESAP with an extended certification period. If the individual answers Yes to the 2nd question, the household will not be eligible for ESAP, and the application will continue as regular SNAP or expedited SNAP, if applicable.
