2671.1 Effective Date of QMB Eligibility

If approved for QMB, coverage becomes effective with the month following the month in which action is taken on the individual’s case. QMB coverage cannot begin prior to this month. If there is a break in assistance of one or more months, QMB eligibility may only be reestablished effective the month following the month in which action is taken. The following exceptions apply:

Medicare General Enrollment Period (GEP) : For individuals who apply for QMB during the GEP (January through March) and whose Part A coverage begins the first day of the month following the month of enrollment, QMB eligibility will begin the month following the month of enrollment, if otherwise eligible.

Medicare Entitlement Begins : For individuals who become entitled for Medicare while currently receiving medical assistance, QMB coverage will begin with the first month of Medicare Part A entitlement, if otherwise eligible.

QMB in Another State : Individuals moving to Kansas who were receiving QMB in another state may receive continuous QMB coverage in Kansas if they apply in the month following the month QMB coverage ended in the other state and meet all QMB eligibility requirements for that month.

Review reconsideration period : QMB eligibility may be reinstated without a break in assistance if approved during the review reconsideration period (see 9350 ).
