Good cause criteria can be found in the policy manual under PM 03-15-05 Describe the State agency's process to determine good cause if there is not an appropriate and available opening for an E&T participant. SNAP E&T is a voluntary program and enrollment is based on a first come first serve basis. However this has not been a problem for the past few years, E&T has had plenty of slots available.
