Reminder – Prior Changes to Rate Requirements for Private Pay Families As a reminder, the CCAP policy was revised as of July 1, 2024, to allow providers to charge the State a higher rate than they charge private pay families. This allows more families that are not eligible for CCAP to maintain their child care arrangement without an increase in rate caused by IDHS raising CCAP provider reimbursement rates. This also removes barriers to providers offering scholarships, discounts, or private-pay sliding fees scales.
Paid Personal Leave Days for Home Providers Effective July 1, 2025, licensed and license-exempt home child care providers shall receive three (3) days of paid leave. To be eligible, a Provider must have received at least one CCAP reimbursement for care provided for a CCAP child within the previous state fiscal year, running between July 1 through June 30.
Several things to note -
• Leave shall be treated as a full day of reimbursement regardless of the length of day for which the child is approved. • Paid leave shall be used in full-day increments by the Provider and may be used for any purpose. • If the use of the paid leave is foreseeable, the Provider shall give 14 calendar days’ notice to Parents before the date of the leave is to begin. • If the use of the paid leave is not foreseeable, the Provider shall provide such notice as soon as practicable after becoming aware of the necessity of the leave. • Any paid leave not used by the end of the fiscal year for which it was awarded shall be forfeited.
