A. Initiate collection action on all claims unless the condition under "B" of this section applies. B. Do not establish and subsequently collect an overpayment that is not cost effective. Follow the FNS threshold as follows: DHSS/DSS will opt not to establish any claim if . . . unless . . . or . . .
