Chapter 4 – Renewal
Introduction 4.1
The time between initial eligibility and the date the SSR must review the case, or the time between required reviews is the certification period. The review process is sometimes called different things depending on the program, but for purposes of this Policy, the review process for all programs is referred to as Renewal. Renewal for all programs usually involves customers providing updated information to have their program eligibility renewed or re-determined by ESA for additional certification periods, which vary by program. The Renewal process must be completed within set time frames.
TANF and Must be renewed once every twelve months. However, these two programs, do not expire GC if a renewal is not scheduled prior to the end of the twelve-month period. SNAP No SNAP group may participate in the SNAP program beyond the end of their certification period unless they are determined eligible for a new certification period. The customer must submit a signed Renewal application and complete the SNAP renewal process. If they do not complete this process within thirty days of the end of their certification period, they must re-apply, unless the delay is due to the agency. For MA, individuals may not participate beyond the end of their certification period without a redetermination of eligibility unless the agency either fails to provide an opportunity to renew or is seeking additional information to complete the Renewal process. Some MA renewals are done by mail, fax, or in-person. MA renewals based on Modified Adjusted Gross Income (MAGI) are either done by the agency without the customer MA having to do anything or are done by mail, telephone, in-person online or other commonly available electronic means. However, if a customer meets with an SSR for another purpose, the SSR should encourage the customer to renew MA eligibility at that time if the MA certification period ends within ninety days. Groups categorically eligible for Medicaid do not need to recertify MA eligibility (see Section 12.6: Termination of Categorical Eligibility in Part IV for policy on handling groups who have lost their categorical eligibility).
