ESA SNAP Policy Manual 36 To be included in the SNAP household, a TANF or SSI recipient must meet the citizenship or noncitizenship status requirements of SNAP. 4.3 Expanded Categorically Eligible Households SNAP regulations allow agencies to expand categorical eligibility to households that are eligible to receive TANF-funded services. ESA provides a TANF-funded brochure telling SNAP applicants and recipients about the availability of domestic violence services.
