ESA SNAP Policy Manual 35 Chapter 4 Chapter 4. Categorically Eligible Households 4.1 Categorically Eligible Households Categorically eligible households are those that are conveyed eligibility for SNAP based on their participation in TANF, SSI or receipt of a noncash TANF-funded service. These households are automatically considered to meet SNAP asset limits, net income limits, gross income limits, SSN information, sponsored noncitizenship information and residency. Any benefit determination factors for SNAP not verified by the conferring program must be verified for SNAP prior to certification. If the household composition or the circumstances of household members change, ESA must assess whether the household remains categorically eligible. Categorical eligibility may be conveyed in one of two ways: All members receive, or are authorized for, TANF cash assistance or SSI benefits. The household is authorized to receive a TANF-funded brochure on domestic violence services, and its monthly income is at or below 200 percent of federal poverty guidelines. 4.2 Households Where All Members Receive TANF or SSI A TANF or SSI recipient is a person who meets the following criteria: Receives TANF or SSI payments Is eligible for benefits, but benefits are suspended or being recovered for an overpayment Is eligible for TANF benefits of less than $10 monthly and does not receive a payment Is authorized for benefits but has not received a payment Residents of public institutions who apply jointly for SSI and SNAP benefits prior to their release from the institution are not categorically eligible based upon a finding by SSA of potential SSI eligibility prior to their release. These individuals become categorically eligible when SSA makes its final SSI eligibility decision and the individual is released from the institution. Return
