ESA SNAP Policy Manual 226 • If verification is required and less than 10 days are left in the certification period, the Notice of Required Verification must be issued and provide the household 10 days to provide verification (even though the 10 days will extend beyond the end of the certification period). If the household provides the required verification, has no other outstanding requirements and is eligible, ESA must issue a full month of benefits on the household’s EBT within five working days from the date the household submits the requested verification. − If not eligible, ESA must deny the application. Example Jonah’s certification period for SNAP ends on February 28. ESA sends the Notice of Expiration, Notice of Required Interview and an application for recertification on January 1. Jonah misses the interview due date, and ESA sends a Notice of Missed Interview. Jonah never contacts ESA to reschedule the interview. Jonah submits the application on February 27. Jonah’s application is denied on February 28 for failing to complete the interview. Jonah contacts ESA on March 2 and completes the interview. Jonah provides all required verifications on March 14. Jonah is at fault for the delay for failing to reschedule the interview. Jonah’s first month of benefits are prorated from March 14.
17.4.3.3 Household Submits Application for Recertification Within 30 Days After the End of the Certification Period: ESA Delay If the household submits a recertification application within 30 days after the end of the household’s certification period (the household’s participation must also have been terminated at the end of the certification) and ESA is at fault for causing the application to be filed late, ESA must take the following steps: Continue to process the application as a recertification and work with the household to complete any outstanding actions (i.e. interview and required verification). Screen the application for expedited service; if found eligible for expedited service, the recertification must be processed in accordance with expedited service provisions (see Section 7.2, Expedited Processing). If determined eligible, provide prorated SNAP benefits back to the date of the new application for the first month of the new certification period. 17.4.3.4 Household Submits Application for Recertification Within 30 Days After the End of the Certification Period: Household Delay If a household submits its application for recertification within 30 days after the end of the certification period (the household’s participation must also have been terminated at the end of the certification) and the household is at fault for the delay, ESA must take the following steps: Continue to process the application as a recertification and work with the household to complete any outstanding actions (i.e. interview and required verification).
