ESA SNAP Policy Manual 218 Chapter 17 Chapter 17. Recertifications ESA must periodically redetermine eligibility for program benefits. Each program has specific information that must be requested and verified for recertification of ongoing benefits. Legal Authority Recertification (federal): SNAP: 7 USC § 2020(e)(4), 7 CFR §§ 273.2(f)(8) and 273.14 17.1 Renewal Process SNAP benefits are time limited. No household may participate beyond the expiration of their certification period without a determination of eligibility for a new certification period. Prior to the end of a household’s certification period, ESA must: Issue a Notice of Expiration to notify households that their SNAP participation is ending and that they must complete the recertification process (see Section 16.3, Notice of Expiration). Provide an application households can use to complete the recertification process. Issue an interview appointment notice informing households of their options to complete an interview, including the option to contact the call center during normal business hours, the date by which they must complete the interview and the consequence of not doing so. − ESA must attempt to interview the client if they submit the recertification application in person or call the household to conduct an interview if the household submits the recertification application online, by mail or by dropping it off. Note: ESAP households do not generally need to complete an interview at recertification. See Section 20.1.6, Recertification Process, for additional information. Advise the household of available employment and training services, as appropriate. Provide a Notice of Required Verification (see Section 16.2, Notice of Required Verification) for any information required to be verified by the household and ensure the household’s changes in circumstances are verified (see Section 5.15, Verification Required at Renewal/Recertification). Approve, deny or terminate the household’s participation based on the household’s eligibility or failure to complete the recertification process. Return
