ESA SNAP Policy Manual 212 Example On November 2, ESA receives information from a third party that on September 15th a member of the household won $6,000 from the local lottery. ESA must issue an RFC because the household is required to report lottery or gambling winnings equal to or greater than the financial resource limit for elderly or disabled households (which was $4,250 as of September 15 in this example) no later than 10 days from the end of the calendar month in which the change occurred. If, however, this information was older than 60 days relative to the current month of participation, ESA would not send an RFC to the household. Instead, ESA must document the information in the household’s case file so it can be acted on at the household’s mid-certification or recertification, whichever occurs first.
