ESA SNAP Policy Manual 207 Example 2 Mr. Roberts began receiving SSI benefits in January. He did not exceed 130 percent of federal poverty guidelines, so he was not required to report the SSI benefits or that the time loss benefits he received from his employer ended when the SSI started. ESA learned of the change at Mr. Roberts’ SNAP recertification in April. Mr. Roberts’ disability allows him a higher shelter deduction and a deduction for his out-of-pocket medical costs, which will increase his SNAP benefits by $45 a month. Do not process an underpayment. Mr. Roberts did not report a change that he was not required to report.
15.10.4 Lost Benefits to Individuals Disqualified for IPV Individuals disqualified for IPV are entitled to restoration of any benefits lost during the months that they were disqualified, not to exceed 12 months prior to the date of ESA notification, only if the decision that resulted in disqualification is subsequently reversed. For each month the individual was disqualified, not to exceed 12 months prior to the date of ESA notification, the amount to be restored, if any, will be determined by comparing the allotment the household received with the allotment the household would have received had the disqualified member been allowed to participate. If the household received a smaller allotment than it should have received, the difference equals the amount to be restored. Participation in an ADH in which the household contests the ESA assertion of IPV will be considered a notification that the household is requesting restored benefits. 15.10.5 Methods of Restoration Regardless of a household’s current eligibility, ESA will restore lost benefits to a household by issuing an allotment equal to the amount of benefits that were lost. The amount restored will be issued in addition to the allotment currently eligible households are entitled to receive. ESA will honor reasonable requests by households to restore lost benefits in monthly installments if, for example, the household fears that the amount to be restored is more than it can use in a reasonable period of time. 15.10.6 Changes in Household Composition Whenever lost benefits are due to a household and the household’s composition has changed, ESA will restore the lost benefits to the household containing a majority of the individuals who were household members at the time the loss occurred. If ESA cannot locate or determine the household that contains a majority of household members, ESA will restore the lost benefits to the household containing the head of the household at the time the loss occurred.
