ESA SNAP Policy Manual 196 − If the household was not receiving the deduction, do not provide the deduction. For other changes, do not make the change. If verification is eventually received, increase the household’s allotment for the first monthly allotment issued 10 days from receiving the verification unless it relates to a decrease in monthly income of $50 or more or the addition of household members, in which case the increase must occur no later than the 10th of the following month. Do not terminate the household’s eligibility for failing to provide verification unless the household refuses to cooperate (see Section 7.1.3, Cooperation With Application Process). − If the household refuses to cooperate, issue a timely Notice of Adverse Action (see Section 16.6, Notice of Adverse Action). 15.5.1.1 Adding a Newborn The effective date for adding a newborn to an existing SNAP household is the month after the month the household reported the birth. If the household reports the change too late to affect the normal issuance cycle for the following month, issue supplemental SNAP benefits for the household to receive the increased benefits the 10th day of the month following the month the household reported the birth. ESA considers a Request to Add Newborns to DC Medicaid, public assistance and SNAP Rolls form completed at the hospital to be reported on the date the customer signed the form. If the newborn does not have an SSN and the family has not already applied for an SSN, ESA will instruct them how to do so but must not delay adding the newborn to the SNAP household. The household must provide an SSN or proof that it has applied for an SSN for the newborn within six months from the date of birth or at the next recertification, whichever is later. ESA will process supplements for any underpayment due if the customer reports the change timely. Example A mother completes and signs the hospital-generated request to add her newborn child to her case on March 13. ESA receives the form from the hospital on April 5. ESA will adjust SNAP benefits to add the newborn for the full month of April.
Example A mother completes and signs the hospital-generated request to add her newborn child to her case on June 15. ESA receives the form on August 10. ESA initiates a supplement for the underpaid benefits in July and August because the household reported the birth in June.
