ESA SNAP Policy Manual 195 If the change is reported and verified too late in the month to increase the regular monthly allotment for the following month, issue a supplemental payment by the 10th of that month. Issue an underpayment in situations where ESA does not increase the allotment on time. Example 1 On January 26, Adele reports and provides verification of a decrease of $150 in earned income. ESA processes the change for February but may have to issue a supplement for February by February 10th if change was reported too late in the month to adjust February’s normal allotment issuance.
Example 2 On June 25, Mr. Wallace reports to ESA that his hours have decreased at work and his monthly earnings have decreased by $100. ESA contacts the employer and receives verification of the reduced wages on July 10. ESA will process the decrease in income for August benefits.
For other changes that will result in increases and are reported or verified too late in the month to make the change effective with the following month’s regular issuance, ESA does not need to issue a supplemental benefit by the 10th of the month: If no additional information is needed or if the household provides any needed information within 10 days after the change is reported, make the change effective for the first regular monthly allotment issued 10 or more days after the household reported the change. If the customer provides the needed information more than 10 days after reporting the change, make the change effective for the first regular monthly allotment issued 10 or more days after the date ESA received the verification rather than basing it on the date the household reported the change. Issue an underpayment in situations where ESA does not increase the allotment on time.
Example On March 19, Ms. Patterson reports that she has moved and is now paying higher rent, which will increase her SNAP allotment. Although a change in address does not have to be verified until the next recertification, ESA notifies Ms. Patterson in writing that she needs to provide proof of the change in rent within 10 days. She provides verification on March 23. Because she provides verification within 10 days of the date she reported the change, the increase is effective April 1.
If verification is required to take action on the change and the household does not provide verification: For changes related to the shelter, medical expenses, child support or dependent care deduction: − If the household was receiving the deduction, end-date the existing deduction and redetermine the household’s benefit without the deduction.
