ESA SNAP Policy Manual 190 If the change occurs after certification, simplified reporting households must report the change as follows: − Within 10 days of the end of the calendar month in which the change occurred − Within 10 days of the date of the receipt of the payment if the payment was received with less than 10 days remaining in the month See Section 15.4, Mid-Certification Requirements, for details on what simplified reporting households are required to report at mid-certification and when the mid-certification is due. Example 1 Ollie Holmes was certified for 12 months of SNAP benefits based on no income on June 7. Ollie is subject to simplified reporting. On August 3, Ollie gets a new job and receives his first paycheck on August 19, which puts him over 130 percent of federal poverty guidelines for his household size. Ollie must report this change to ESA by August 21, which is 10 days before the end of August.
Example 2 Sam Clemens receives SNAP and is subject to simplified reporting. Sam received an increase in his wages that exceeds the 130 percent standard on the paycheck he received on September 26. Sam did not receive the increased wages with at least 10 days remaining in the month. This means he must report the change within 10 days of the date he received his check. Therefore, Sam must report the income change before October 7, which is within 10 days (September 27 to October 7) from receipt of the check.
