ESA SNAP Policy Manual 179 behalf. The DAA is liable for all losses or misuse of EBT cards or benefits held on behalf of resident households and all overissuances that occur while the households are residents of the DAA. 14.3.4 DAA’s Misuse of Benefits DAAs that are authorized by FNS as a retailer may be penalized or disqualified if it is determined administratively or judicially that SNAP benefits were misappropriated or used for purchases that did not contribute to a certified household’s meals. 14.3.5 SNAP Benefits on Leaving the DAA When a SNAP customer leaves the DAA, the DAA will provide them with any unused EBT cards that were received for them. The customer leaving the DAA will also receive their full allotment if already issued and if no benefits have been spent on behalf of that individual. These procedures apply at any time during the month. If the benefits for the month have been issued, any portion has been spent on behalf of the individual, and the individual leaves the DAA prior to the 16th day of the month, the DAA will provide them with one-half of their monthly benefit allotment. If the participant leaves on or after the 16th day of the month and the benefits have already been issued and used, the individual does not receive any benefits. Once the participant leaves the DAA, the DAA is no longer allowed to act as that individual’s authorized representative. The DAA provides the individual with a Change Report Form. The participant must use the form to report their new address and other circumstances to ESA after leaving the DAA. The DAA must advise the individual to return the form to ESA within 10 days. The DAA must notify ESA of the changes in the participant’s circumstances. The DAA must also inform ESA when the customer leaves the DAA. ESA will establish a claim against the DAA for overpayments for SNAP benefits held on behalf of resident clients if any overpayments are discovered during an investigation or hearing procedures for redemption violations.
