ESA SNAP Policy Manual 178 14.3.1 DAA Eligibility for SNAP Before certifying any residents for SNAP benefits, ESA must verify that the DAA meets one of the following criteria: Authorized by the FNS program as a retailer if the DAA wishes to redeem benefits through a wholesaler Certified by the Department of Licensing and Inspection, including a determination by that office that the DAA is a nonprofit organization Funded or eligible for funding (even if it does not actually receive such funding) under Part B of Title XIX of the Public Health Service Act (42 USC §§ 300x, et seq.) ESA sends residents a Notice of Adverse Action explaining the impact of the DAA’s disqualification on their eligibility for SNAP and when it will become effective. Regular participants in a drug addiction or alcohol treatment and rehabilitation program are exempt from work registration. 14.3.2 Processing Provisions for DAAs While residents of DAAs are not allowed to apply on their own behalf, applications on behalf of DAA residents must be processed and certified by using the same provisions that apply to all other households, including the same rights to a Notice of Adverse Action and fair hearings. 14.3.3 DAA’s Responsibility DAAs must take the following actions: Provide ESA with a monthly or semimonthly certified list of residents currently participating in SNAP. − Note: ESA must conduct periodic random onsite visits to the DAA to ensure accuracy of the list and confirm ESA records are consistent and up to date. Provide ESA with a statement signed by a responsible DAA official attesting to the validity of the above list. Notify ESA of changes in the household’s income or other changes in the household’s circumstances in accordance with Chapter 15, Reporting Requirements. Notify ESA when resident participants leave the DAA (see Section 14.3.5, SNAP Benefits on Leaving the DAA). Provide the participants with their EBT card to use for any benefits remaining in the EBT account when a resident recipient leaves the DAA. If the participants have left the DAA prior to this being accomplished, the DAA must return the EBT card to ESA. The DAA is responsible for any misrepresentation or IPV that it knowingly commits in the certification of DAA residents. As an authorized representative, the DAA must be knowledgeable about household circumstances and should carefully review these circumstances with residents prior to applying on their Return
