ESA SNAP Policy Manual 172 13.7.6 Changes During the TSNAP Certification Period TSNAP benefits are not recalculated if SNAP parameters change during the TSNAP certification period (such as the annual changes effective October 1). TSNAP households do not have to report changes in household, income, residence or expenses during the TSNAP period. If a TSNAP household reports a change, ESA will determine the impact the change would have on the level of benefits and make the change effective the month after the last month of the TSNAP certification period or invite the household to reapply and be certified to receive benefits using regular SNAP rules. (In using regular SNAP rules, this would include counting the increase in income that led to the TANF or POWER termination if the household still receives this income.) If the household is eligible for fewer SNAP benefits than it would receive under TSNAP, ESA will encourage the household to withdraw its application for recertification and recertify for SNAP at the end of its TSNAP period. If the household insists on the change being applied, ESA terminates TSNAP following timely and adequate notice. The first month of the new certification period starts on the first day of the first month following the date of the application for recertification. If the household agrees to withdraw the application for recertification, ESA does not make changes to the TSNAP case. If the change would result in a level of SNAP benefits that is greater than the level of TSNAP benefits, ESA will issue a supplemental benefit if it has already issued TSNAP benefits for the first month of the new certification period. The first month of the new certification period is the first day of the first month after receiving the application for recertification. If a TSNAP household member leaves the household and applies for SNAP separately or joins another household that receives SNAP, ESA will redetermine benefits for the remainder of the TSNAP household for the remainder of the TSNAP certification period after removing the income and expenses of the person who left the household. If a TSNAP household becomes eligible for TANF or POWER again, ESA will terminate TSNAP and determine benefits for a new SNAP certification period using recertification rules. Example 1 Ms. Harris receives TSNAP benefits of $509 monthly. Her five-month TSNAP period ends on August 30. In June, Ms. Harris applies for recertification of her SNAP benefits. During the interview, ESA determines that Ms. Harris’s SNAP benefits would decrease to $200 monthly based on her current income and expenses. ESA will encourage her to withdraw her application and keep the higher TSNAP benefits through August.
