ESA SNAP Policy Manual 165 Example Mr. Medley applied for SNAP benefits on November 12. He is eligible for a monthly SNAP benefit of $194. His initial month benefits are prorated from November 12: (30 + 1 – 12) x $194 _________________________________________ = $122.86 (rounded down to $122) 30
If this proration calculation results in an allotment of less than $10, the household does not receive benefits for the initial month. − If the household is entitled to benefits in subsequent months (see Sections 13.5.3.3, Minimum Monthly Benefit Amount, and 13.5.3.4, Entitlement to No Benefits), the household must not be denied and instead be certified beginning with the month of application. For SNAP, a one- or two-person household may receive less than the current minimum allotment due to proration of benefits in the first month. Exceptions to the proration of benefits for the initial month an application is filed include the following: Applicant households consisting of residents of public institutions who apply jointly for SSI and SNAP prior to release from the public institution will have their eligibility determined for the month they are released from the institution. For these households, the benefit level for the initial month of certification must be based on the date of the month the household member is released from the institution. Benefits are received from the date of release from the institution to the end of the month. For migrant and seasonal farmworkers, an initial month is the first month the household is certified for SNAP after a period of more than one month of not being certified for SNAP. If a migrant seasonal farmworker household has a gap of a month or less, do not prorate benefits from the date of application. For purposes of this section, the term “initial month” means the first month a household is certified to participate in SNAP following any period during which the household was not certified for participation. The exception is that the initial month for migrant and seasonal farmworker households must follow a period of more than one month in which this household was not certified to participate in SNAP. 13.5.3.2 Determining Benefits at Recertification Households found eligible at recertification are entitled to a full month of benefits (not prorated) for the first month of their new certification period as follows: The household submits an application for recertification prior to the end of its certification period, the recertification process is completed before the end of the certification period (i.e. interview and verification), and the household is found eligible for the first month following the end of the certification period.
