ESA SNAP Policy Manual 162 − The remaining amount, if any, is the excess shelter cost. If there is no excess shelter cost, the household is not eligible for the excess shelter deduction. − If there are excess shelter costs, subtract the excess shelter cost, up to the current maximum excess shelter amount, from the household’s monthly income after all other applicable deductions (#2–#6). Households that contain a member aged 60 or older or a member with a disability are not subject to a capped shelter expense (see Section 12.7, Shelter Deductions) and will have the total excess shelter costs subtracted from the household’s monthly income after all other applicable deductions (#2–#6). 9. Net monthly income: The result of the above steps is the household’s net monthly income for SNAP. If the amount is a negative number, the household’s net monthly income is zero. The above steps must be adjusted if the household contains certain nonhousehold members. See Section 14.1, Treatment of Income and Resources of Certain Nonhousehold Members, for instructions on counting income and deductions for certain nonhousehold members.
