ESA SNAP Policy Manual 117 The customer had good cause for quitting. If a customer quits a job, secures new employment at comparable wages or hours and is then laid off or loses the job through no fault of their own, ESA does not use the earlier quit to disqualify the customer. If a customer is an employee of the federal, state or local government and participates in a strike against their employer and is dismissed from their job for participating in the strike, ESA considers this a voluntary quit without good cause. 9.3.3.2 Reduction of Work Hours If a customer voluntarily reduces their work hours to less than 30 hours per week without good cause, they will be disqualified from SNAP for a disqualification period as described in Section 9.3, SNAP Recipient Work Requirements. ESA will send a Notice of Adverse Action within 10 days of determining that a customer voluntarily reduced their work hours without good cause. ESA does not disqualify a customer for reduction of work hours in the following situations: The customer was exempt from work registration when they reduced their work hours (unless the exemption was based on working 30 hours or more or earning a weekly wage equal to the federal minimum wage multiplied by 30 hours). The customer was employed less than 30 hours per week before the reduction of hours. The customer still earns wages that are more than the federal minimum wage multiplied by 30 hours even with the reduced hours. The customer reduced their work hours more than 60 days before they applied for SNAP. The customer had good cause for reducing their work hours. Minor variations in the number of hours worked or in weekly compensation are inevitable and are not considered a voluntary reduction in work hours without good cause. 9.3.3.3 Voluntary Quit or Reduction of Work Hours at Application For applicant households, when a nonexempt household member is unemployed and has voluntarily quit a job or reduced work hours without good cause within the 60 days before application, the individual is ineligible to participate in SNAP for the disqualification period as described in Section 9.3, SNAP Recipient Work Requirements. If an applicant household member subject to the work requirements voluntarily quits or reduces their work hours without good cause after the date of application but before certification, the applicant is ineligible for the duration of the disqualification period as described in Section 9.3, SNAP Recipient Work Requirements. If ESA receives information about the applicant’s income that shows a reduction in income, such as pay stubs from the last 30 days with a reduction in work hours, ESA will determine whether the applicant voluntarily quit or reduced work hours.
