ESA SNAP Policy Manual 111 For exemption from the SNAP General Work Requirements (see Chapter 9, SNAP Work Requirements), the definition of disability is:  An individual who is physically or mentally unfit when they have an illness, injury or incapacitation − This must be verified by providing the SNAP Work Requirements Medical Report Form, signed and dated by the client and an allowable professional or other proof of medical condition.
