ESA SNAP Policy Manual 93 An example of a good cause reason for failing to provide an SSN is that the individual cannot apply for an SSN because they cannot secure a needed out-of-state birth certificate. Good cause for not complying in a timely fashion does not include delays due to illness, lack of transportation or temporary absences. ESA must advise the household that an SSN or proof of application for an SSN must be provided for each member prior to certification. A newborn may be added to an open case without provision of an SSN or proof of application for an SSN. − If the household cannot provide proof of application for an SSN for a newborn, the household must provide the SSN or proof of application at the household’s next recertification or within six months following the month the baby is born, whichever is later. − If the household is unable to provide an SSN or proof of application for an SSN at its next recertification within six months following the baby’s birth, ESA will review to determine whether the household has good cause for failing to provide the SSN. SNAP households eligible for expedited service are not required to provide or apply for an SSN prior to receiving their initial benefit. They must do so prior to the issuance of benefits following the issuance of expedited benefits. When a household is not eligible for expedited SNAP service and good cause exists for not applying for or providing an SSN, the person is allowed to participate for the month of application and one additional month. Good cause must be shown monthly thereafter. If necessary, ESA will help an individual apply for an SSN. 8.3 Identity Identity is a mandatory verification for SNAP, including for expedited SNAP, and cash assistance programs. Identity must be verified for the head of the household and authorized representative, if applicable, prior to authorization of benefits. Once identity has been verified, it is considered permanently verified and ESA cannot ask to reverify the information. This means: ESA cannot authorize benefits for any program, including expedited SNAP, until identity is verified. ESA cannot ask a customer to reverify their identity. − If identity was previously verified and ESA later has reason to believe the verification provided was falsified, ESA must submit an Unusual Incidents Report Form for investigation through the DHS OPRMI. 8.3.1 When to Verify Identity Initial: The identity of the person making the application (head of household) must be verified. When an authorized representative applies on behalf of a household, the identity of both the head of household and the authorized representative must be verified. Mid-certification/interim contact: Do not reverify unless there is a new head of household or authorized representative and their identity has not been previously verified. Return
