ESA SNAP Policy Manual 85 and the following month. ESA cannot issue benefits for the third month until the household provides all required verification. Example Mr. Hamel applies for SNAP on October 18. He is eligible for expedited service. Mr. Hamel completes an interview on the same day. Mr. Hamel has verification of his identity but does not have all necessary verification for SNAP certification, including the income he will receive from the part-time job he just started. Mr. Hamel receives prorated SNAP for October and benefits for November. He is given a notice that his benefits will end on November 30 if he does not provide the required verification. ESA must ensure all nonexempt household members are registered for work following appropriate procedures. 7.2.7 Denial of Expedited Service If the household is not eligible for expedited processing, ESA will process the application under normal 30-day processing standards. 7.3 Delay in Processing If ESA cannot make an eligibility determination within 30 days from the application date, ESA must determine the cause of the delay. Delays are either household-caused or Department-caused. 7.3.1 Reasons for Household-Caused Delays The household fails to complete the application form, and ESA has offered or attempted to offer assistance in completing the form. ESA does not have all verification needed to determine eligibility, and ESA completed the following actions: − Gave the household a Notice of Required Verification − Offered to assist the household in getting the required verification − Allowed the household at least 10 days from the date of request to provide the verification The household failed to appear for the first interview. ESA postponed the rescheduled interview at the household’s request or could not reschedule the interview until after the 20th day but before the 30th day from the date of application. The household did not appear for the interview and did not provide all needed verification by the 30th day. The household failed to appear for the first interview, failed to schedule a second interview, and/or the subsequent interview was postponed at the household’s request until after the 30th day following the date the application was filed. The household missed two scheduled interviews but later contacted ESA to reschedule an interview. Return
