Coordination with the workforce development system consists of efforts to partner with workforce providers to directly serve SNAP E&T participants or to align the flow or types of services offered across programs. Describe any special State initiatives (i.e. Governor-initiated or through State legislation) that include SNAP E&T. Describe any efforts taken by the State agency to coordinate these programs, services, partners, and/or activities with the State's E&T program. At this time, the EF program does not have any special state initiatives related to SNAP E&T initiated by the Governor or enacted through state legislation for FFY 2026. The State agency continues to monitor potential opportunities for alignment and coordination with other statewide programs, but no formal initiatives are currently in place. Describe the extent to which the State agency is carrying out SNAP E&T programs in coordination with title I programs under the Workforce Innovation and Opportunity Act (WIOA). The EF program is administered in coordination with Title I of WIOA in the following ways: Under WIOA, EF is identified as a partner program in the WIOA State Plan that is submitted to the Secretary of the USDOL, which outlines a four-year strategy for the State’s workforce development system. The State plan was approved by the USDOL in the summer of 2024. Colorado has used the WIOA State Plan to outline a comprehensive and integrated approach, including career pathways and sector strategies, for addressing the needs of businesses and workers. Colorado’s WIOA Combined State Plan is available at: https://www.colorado.gov/pacific/cwdc/colorado-state-plan. Various State agencies in Colorado that support economic development, either through engagement with job seekers, industry, or both, are all aligned under the WIOA plan, furthering collaborative efforts across agencies. EF recognizes that SNAP participants are a vital component of Colorado’s talent pipeline and are critical in filling middle-skills jobs in the marketplace. The EF program supports this goal through connecting program clients with education, training, and credentialing opportunities, some of which elicit enrollment through WIOA. These opportunities equip clients with the credentials to access career pathways in the labor market. In addition, Colorado’s EF program collaborates with WIOA providers to prioritize industry-led training and credentialing across key industries, including: 1. Healthcare and Social Assistance 2. Administrative Support and Waste Management Remediation Services 3. Professional, Scientific, and Technical Services 4. Retail Trade 5. Manufacturing 6. Accommodation and Food Service 7. Educational Services 8. Finance and Insurance 9. Information Technology 10. Construction 11. Wholesale Trade Is SNAP E&T included as a partner in the State's WIOA Combined Plan? Yes No 9
