WORK EXPERIENCE COMPONENT: ON-THE-JOB TRAINING Description of the component. Provide a summary of the activities and services. Colorado’s EF program aligns with CDLE’s WIOA definition of WBLOJT. WBLOJT is training by an employer that is provided to a paid participant while engaged in productive work in a job that: 1. Provides knowledge or skills essential to the full and adequate performance of the job; 2. Is made available through a program that provides reimbursement to the employer of up to 100% (varies by EF PO) of the wage rate of the client for the extraordinary costs of providing the training and additional supervision related to the training; and 3. Is limited in duration as appropriate to the occupation for which the client is being trained, taking into account the content of the training, the prior work experience of the client, and the service strategy of the client, as appropriate. EF POs may place clients in a WBLOJT through a contract with an employer or apprenticeship program sponsor in the public, private non-profit, or private sector. A WBLOJT contract must be limited to the period of time required for a participant to become proficient in the occupation for which the training is being provided (ranging from 1 - 6 months). In determining the appropriate length of the contract, consideration should be given to the skill requirements of the occupation, the academic and occupational skill level of the participant, prior work experience, and the participant's individual employment plan (20 CFR 680.700). WBLOJT is defined as paid training by an employer that is provided to an EF client while engaged in productive work in a job that: Provides the knowledge or skills essential to the full and adequate performance of the job; Is limited in duration as appropriate to the occupation for which the EF client is participating in the OJT, taking into account the content of the training, the prior work experience of the client, and the service strategy of the client, as appropriate. Although EF WBLOJT is defined by WIOA, WIOA OJT is not included in this component. All work activities and unsubsidized employment placements are subject to the Fair Labor Standards Act (FLSA), and minimum wage laws apply. Indicate the Target Population this component will serve.
