SNAP eligibility workers communicate with EF POs when referrals are made through email, phone calls, or in-person meetings. And EF POs also communicate with SNAP eligibility workers when referrals result in successful program enrollment through email, phone calls, or in-person meetings. This communication method depends on the county DHS’s and EF PO’s business processes. The eligibility worker must make referrals to an EF program operator within 10 business days, and EF POs must take action on the referral within five business days (taking action includes contacting the SNAP recipient to schedule a one-on-one appointment or orientation). How is information about the referral communicated within the State agency? A client's referral status is updated in CBMS in real-time by the EF PO. When an eligibility worker refers a client to EF, the EF PO updates the client’s EF plan status to “EF referred”. When an EF PO accepts the referral and the client successfully enrolls in EF, the EF PO updates the client’s plan in CBMS to “EF Enrolled.” Clients who do not engage in EF or who decline program services are also documented in CBMS with the “ EF declined program services” status.
