Describe the State's relationships and communication with intermediaries or E&T providers. The State maintains regular, collaborative relationships with EF POs and intermediaries to ensure alignment with program goals, consistent service delivery, and continuous quality improvement. Communication occurs through multiple structured and ad hoc channels: 1. Monthly facilitated partner workgroups and technical assistance meetings provide a forum for information sharing, policy updates, collaborative problem-solving, and peer-to-peer learning. 2. The Division newsletter delivers program updates, policy guidance, training opportunities, and reminders to all partners monthly. 3. Ad hoc communications (via email, phone calls, or virtual meetings) are used as needed to address emerging issues, provide technical clarification, or respond to urgent partner needs. 4. During the Program Operator Plan development process (typically March–July), the State actively engages EF POs and intermediaries to ensure their input is incorporated into planning and implementation strategies. Feedback is solicited through direct consultations, workgroup discussions, and written submissions. Overall, the State prioritizes open and ongoing communication with EF POs to build trust, ensure accountability, and promote program effectiveness. Describe how the State agency shares new policies, procedures, or other information with the intermediary or other E&T provider. The State agency shares new policies, procedures, and other program information with all EF POs and intermediaries through multiple communication channels, including: 1. Monthly DEWS newsletters 2. Monthly EF PO workgroup meetings 3. The CDHS memo series 4. Ad-hoc technical assistance calls and emails 5. The EF website 6. Monthly Third-Party Partner (TPP) collaborative calls All EF POs have access to current program materials through the EF PO Handbook and website. These resources include desk aids, Q&A documents, and guidance issued by USDA FNS. The State E&T team provides formal training to all EF POs at the start of each federal fiscal year and offers additional training throughout the year. In collaboration with the Food and Energy Assistance Division (FEAD), the State regularly develops and disseminates updated guidance to ensure consistency across EF PO and SNAP eligibility teams and to ensure that all policy and procedural changes are clearly communicated to all stakeholders. Describe how the State agency, intermediaries, and E&T providers share participant data and information. Include the names of any MIS systems (or other modes of communication) used. Colorado designed EF so all EF POs have access to one system, CBMS. This allows for client information to be shared between the State E&T team, county SNAP eligibility, and all EF POs who provide case management services and components to EF clients. 18
