EF POs would be beneficial for providing wraparound support to meet their employment needs and goals.
Co-Enrollment Policy Requirements. Whether a client is identified as already co-enrolled in CBMS or is determined to benefit from new co-enrollment, both EF POs must adhere to the policy guidelines detailed in this section. Both EF POs will work together to: 1. Determine within five business days of identifying an existing or new co-enrolled client who will become the Lead EF PO and the Supporting EF PO. a. EF POs are responsible for initiating communication with one another regarding a co-enrolled client. Contact details for EF POs are available on the Employment First Partners by County List. b. EF POs must schedule an initial meeting with each other to determine who will be the Lead EF PO and Supporting EF PO. i. The State EF team recommends that the initial meeting takes place within 10 days. c. Then, the EF POs must schedule a joint meeting with their shared client to explain co-enrollment and how they will work together to provide wraparound support. 2. Add a case comment in CBMS that explains how they will work together to support the client. a. Example: “Partner A and Partner B met on 3/5/26 to discuss co-enrollment for our shared client. Partner A will provide work-based learning (WBL) to help the client pursue a career in the restaurant industry, and Partner B will support the client in obtaining their General Equivalency Diploma (GED). Partner A and Partner B will meet with the client regularly to check in on their goals and progress. Partner A will provide transportation and supportive payments as the client does not have reliable transportation.” 3. Determine a meeting cadence to review and discuss the client’s progress and to avoid duplication of services. If a client’s goals and/or activities change, EF POs must work together to update the ISP accordingly. a. Please note that the Supporting EF PO must not overwrite the existing ISP in CBMS. 4. Document any changes to the support being provided to the client in CBMS case comments following progress monitoring requirements (see the Case Management section of this handbook).
